Changes To Workplace Recycling: New Legislation in Wales and Soon to Come into Effect in England

Monday 22nd April 2024

On April 6, 2024, new laws regarding workplace recycling took effect in Wales. With a goal of achieving net zero emissions by 2050, the Welsh Government now requires all non-domestic premises to separate recyclable materials from general waste.

Understanding the Motivation Behind the Law

Wales has long been recognised as a global leader in household recycling, currently ranking third worldwide. With a recycling rate exceeding 65% for waste collected by local authorities, the country annually saves approximately 400,000 tonnes of carbon emissions. Building upon this success, the aim now is to extend high recycling rates to workplaces, leveraging a range of benefits, including the quantity and quality of recyclables available for Welsh manufacturers, a reduction of carbon emissions, and supporting a greener economy.

Compliance Requirements

Workplaces must segregate materials such as paper, glass, metal, plastic, cartons, food waste (for premises generating over 5kg weekly), small electrical items, and textiles. Mixing materials in a single bin is prohibited. All entities in Wales, regardless of ownership status, must comply. Individual organisations are responsible for waste separation, even if sharing a location, possibly requiring collaboration with landlords or facility managers.

What about England?

The government has announced reforms aimed at simplifying recycling processes for both households and businesses. Key initiatives include:

  • Standardisation of recyclable materials across England, eliminating confusion and streamlining recycling efforts.
  • Introduction of weekly food waste collections for most households by 2026, mitigating issues related to waste accumulation and landfill contribution.
  • Proposal of exemptions allowing for the collection of dry recyclables and organic waste together, reducing the need for excessive bins and promoting efficiency.

These reforms align with the overarching goal of creating a more convenient and practical recycling system, ensuring consistency in waste management practices nationwide and facilitating the growth of the UK recycling industry.
